I don't believe there is, at least not on dl.qj. Assuming the video was at a standard resolution to begin with, they should actually end up smaller in file size if you're encoding for the PSP. And converting times for the PSP is reliant of your computer.

I use WINAVI 3GP, PSP, MP4 converter, and its great! Its kinda fast, and the file size is pretty small.

SUPER's webpage is kind of creepy... why are they trying to convince me to install it...
doesn't seem like true free software, is it full of ad-ware or other crap?

while it would be nice if there was a homebrew app that could play them I feel this is something Sony should take care of. At least have DivX support build into the firmware. I hate having to convert everything from avi to mp4 as well. Thats why my PSP never has any movies on it. I would love to watch them but not going to wast time converting as my car and home dvd players play divx.
