Wondering how to sync your accounts? Head over to http://www.XBox.com/ and sign into your account. From there, go to your account summary page then to your Payment Options. You can then Add a New PayPal Account to your Live account. You can even add multiple accounts to your Live account. This is only for U.S. residents and the only thing you can purchase is Microsoft Points.
